Web links to the free tools are included in the references of the textbooks about ASIC design. Every textbook author has their own preferred toolchain that he/she will use. There's no point in trying to use anything else unless you are already very advanced.

Additionally, there's no point in using design tools without access to the models of the actual semiconductor devices that would be laid out. And those models are always secret and proprietary, even for the old, obsolete processes. Nowadays even the intentionally fake, unrealistic models are kept secret by their authors, because those fake models are typically used for grading homework of the students of ASIC design.

Basically you have two options:

1) if you have some formal engineering background education, enroll or at least audition an university level course in your nearest college. They always have free access to all the required design software for their students.

2) if you are autodidact, buy a cheap FPGA design kit. They always come with one seat free license to an almost full design toolchain that is chip-limited to whatever is on your experimental board. Playing with that you will quickly learn whether you have what it takes, or if you are just another wannabe.

You don't have to spend any significant money if you affiliate yourself with some educational or research institution. The "over 100k$" prices are only for for-profit commercial entities, not for amateur dabbler as yourself.

You can probably work on design for FPGA's for free. I have a student license of Vivado for VHDL/Verilog. It allows for synthesis, analysis, and deployment to certain boards.

ASICs are another step trickier. I would think that you can't actually manufacture a chip without paying some huge cost. For commercial applications, I think you would need to pay for some licensing.

Given the costs involved, practicing core design on FPGA's might allow a stepping stone to where you want to be.

If you are an autodidact in English that's even better. It mean that you yourselves as your own teacher are very intelligent and very effective. The communication barrier you are experiencing has nothing to do with your language skills. It stems from the fact that you concoct a fake reality where you believe that you have some skills, discovered profitable market segments and could achieve certain business success. But people sooner or later see through your lies and you start getting ignored. That in turn makes you angry and you redouble in your lies until you are getting lost in them.

What I would suggest is to see the movie "A Beautiful Mind" http://www.imdb.com/title/tt0268978/ . It is loosely based on life of John Nash. The key takeaway for you is to see how he used his intelligence (not medications) to to cure himself from his psychological problem, to build up his mental strength to be brave enough and ask other people whether they see the people he had seen (that was in the movie, in reality he only hear voices, but that would be hard to show in a film.)

What you could do is to put your dream project on hold. Find something that would be still interesting to you and immediately useful to somebody else. "Somebody" means here both a person and an existing company that needs help in developing their own ideas. Use that to build up your own real experience and real business development skills. Your own current argumentation for your dream project could be summed up: "During a hurricane even pigs could fly."
